On November 5, 2019 the Ventura County Board of Supervisors adopted the 2019 Ventura County Building Code, which includes the 2019 California Building Standards Code and certain model codes and local Ventura County amendments to these codes. These Building Standards are updated and adopted every three years as mandated by State law.
The new standards include the 2019 California Building Code, the 2019 California Residential Code, the 2019 California Plumbing Code, the 2019 California Mechanical Code, the 2019 California Electrical Code, the 2019 California Energy Code, the 2019 California Green Building Code, the 2019 California Historical Building Code, the 2019 California Existing Building Code, and the 2019 California Referenced Standards Code.
The Board also adopted the 2018 International Property Maintenance Code and the 2018 International Swimming Pool and Spa Code.
The ordinance amends certain provisions of these codes for administrative purposes and to ensure public safety for new construction of buildings and structures by addressing local conditions associated with the climate, topography, and geology of Ventura County. These building standards are used for regulating the design and construction of buildings and structures in the unincorporated areas of Ventura County.
The Department of Building and Safety will be using the new standards for projects for which a Building Permit application was received and accepted by the Building and Safety Department on or after January 1, 2020.

Welcome to Building and Safety. Building and Safety is a division of the Resource Management Agency of the County of Ventura.
Our objective is to ensure that new and remodel construction adheres to state and local laws for building, electrical, mechanical, and plumbing codes.
The Building and Safety Division promotes and insures that all new development in the County of Ventura is constructed in accordance with the highest standards of safety and that all existing structures are maintained in a safe condition.
The Building & Safety Division achieves this goal by issuing permits and conducting field inspections of construction work for compliance with those codes.
Building & Safety is responsible for enforcing various requirements associated with planning, zoning, and property maintenance as outlined in the Ventura County Building Code. This is achieved through the Building & Safety’s Code Enforcement Section.
Building Permits are required for certain types of construction or remodeling.
There are specific issues for residential, multi-family and commercial construction.

For Building Inspections, our goal is to provide timely inspections of construction activities for builders and consumers so the built environment meets established standards and so the construction progress is not unnecessarily hampered.
Public Counter Hours
Offices will be closed until further notice due to Covid-19.
Beginning June 18, 2018 - the Monday through Thursday hours will be changing. Ventura Office counter hours will be closing at 4:30 pm (for all transactions).
The Public Counter staff provides information about Building and Safety services. Services include the issuance of building, mechanical, electrical, and plumbing permits and the review of engineering plans.
Monday – Friday 7:30 am - 4:30 pm
