The Resource Management Agency strives to ensure that its customer service standards are consistent with the Agency’s Mission Statement:

The mission of the Resource Management Agency, in cooperation with the public and our partner agencies, is to protect the consumer and community’s health, safety, and environment by carrying out adopted laws and policies, and educating, assisting, and empowering Ventura County residents and businesses to be good stewards of the land and our resources.

The Board of Supervisors, all City Councils within Ventura County, and the Local Agency Formation Commission (LAFCO) have adopted the "Guidelines for Orderly Development". These guidelines state that urban development should be located within incorporated cities. Applicants for land use permits or entitlements for urban uses are encouraged to apply to the City to achieve their development goals and discouraged from applying to the County.

This form must be submitted whenever an urban project is proposed within a City's Sphere of Influence and the City determines that annexation is not required.
