The majority of residential projects in Ventura County are approved by a ministerial process (e.g. approved by staff at the public counter with a Zoning Clearance). However, a discretionary permit may be required for certain types of residential projects, such as a farmworker housing complex or the construction of more than 2,000 square feet of accessory structures on an individual residential lot. A discretionary permit may also be required for a residential project if it is certain areas of the Coastal Zone (e.g. beachfront lots or in the Coastal Open Space Zone District) or if it is in an overlay zone that has additional regulations such as the Scenic Resource Protection (SRP) Overlay. If your residential project must be processed with a discretionary permit, please view the Discretionary Permit Application packet below. To make the process easier, the application can be electronically filled out and saved. For general zoning and planning questions customers can also schedule a 15-minute appointment with Planning staff between 2:00 PM and 3:00 PM, Monday through Friday using the scheduling portal.
