If the Lead Agency finds that the project will not have an impact on the environment, the Lead Agency will prepare a Negative Declaration (ND). A ND is a legal statement that either describes the reasons why a proposed project will not have a significant adverse effects on the environment or that compliance with specific Federal, State or County regulations would avoid a significant impact, and thus does not require an Environmental Impact Report.

Notice of Availability and Intent to Adopt a Negative Declaration

Project Description:  The Subdivider requests that a Tentative Parcel Map (TPM) be granted to authorize the subdivision of one legal lot into two lots, Parcel A would be 34,888.77 sq. ft. and Parcel B would be 26,506.54 sq. ft. Both resulting lots meet the minimum lot size of 20,000 sq. ft. for the RE zone.  Development is not proposed as part of the proposed subdivision, however following recordation of the TPM, Parcel A would retain the existing single-family dwelling (4,454 sq. ft.) and Parcel B would retain the detached barn (350 sq. ft.), avocado orchards, and could be developed with a single-family dwelling with the issuance of a ministerial Zoning Clearance. The Subdivider has provided a Water Availability Letter from the PVMWC, dated October 22, 2018 that indicates that water service will continue for Parcel A and is available for Parcel B.  After the TPM has recorded, the property owner of Parcel B would be required to design and install a new onsite wastewater treatment system (i.e. septic tank and leach field) to accommodate wastewater disposal for Parcel B.
